Policy Failure and Policy Success: Case Study of Labor Offices Organizational Reform

This thesis deals with policy failure and policy success and aims at introducing this issue into the context of the Czech Republic. The main perspective of the thesis follows approaches to analysis of policy success and policy failure developed by Mark Bovens, Paul 't Hart, and Allan McConnell. Their theoretical assumption is complex, as they evaluate the policies upon the criteria of the more general dimensions (process, program, and politics). The goal of the thesis is not only to utilize their theoretical background but also to refine and reconceptualize current theory of policy success and policy failure, respectively. The thesis is based on case study research design. The chosen case - organizational reform of labor offices - is considered as a typical policy failure. I describe and analyze in detail the selected case with a wide range of qualitative and quantitative methods. This reform was extensive and was realized in two stages. The first stage focused on the organizational structure (from decentralized to centralized management). The second stage included changes in the content of the public employment services provided by the labor offices (the newly introduced services were all non-insurance social benefits). Evaluation of the labour market policy and employment services reform in the Czech Republic in 2011

The thesis deals with an institutional reform of public employment services implemented in the Czech Republic in 2011. By merging social benefits administration with employment services into the newly established Labour Office of the Czech Republic, the right-wing government attempted to reduce the staffing and administrative costs of these services and to improve the governance of local labour offices. Another aim of the reform was to unify the management of employment services. Using the theoretical concept of "policy cycle" and "policy fiasco" the thesis analyses these organisational changes in the functioning of public employment services in the Czech Republic. Data consist of interviews with experts on labour market policy in the Czech Republic and two focus groups with employees of labour offices. The thesis concludes that there appeared several mistakes during implementation of the institutional reform of public employment services in the Czech Republic in 2011 in terms of the policy cycle and it can be referred to as a policy. The reform harmed the reputation and efficiency of employment services.
Analysis of development of unemployment in the selected region of the Czech Republic

The main goal of the thesis is to analyze the unemployment in the Central Region (the Czech Republic) evaluate its causes, context, and current possible solutions. The thesis is composed of two parts. Theoretical foundations describe labor market, unemployment among those groups within the population which find it hardest to access employment and describes different types of unemployment. Unemployment is important as an indicator, the thesis includes descriptions of different ways of rating unemployment. The thesis also describes active and passive labor market policies and their primary tools. The practical part of the thesis begins with the characteristics of the Central Region. The thesis analyzes unemployment trends and makes a comparison between the unemployment in the Czech Republic and the Central Region. The thesis shows the development of short-term and long-term unemployment and labor market participation of vulnerable groups (the handicapped, persons over 50, people younger than 25, people caring for children under the age of 15). The thesis includes a description of the job vacancy structures compared to unemployed based on education and job classification. It also monitors measures of active and passive employment policy in the region.
Public employment services from the perspective of unemployed people

The bachelor thesis deals with the qualitative research issues of perception and evaluation of public employment services from the long term unemployed job seekers point of view. Attention is focused on their own personal experiences with Job centre staff and with some provided services, namely with retraining, job clubs, placement and counselling. Also, the goal is to find out if the job seekers themselves believe in finding a job via this institution, alternatively if they notice some barriers within functioning of the Job centre that would hinder them from finding a job. This paper is not limited only to the statements of facts but seeks to identify at least partly the phenomenons that can be hidden behind these evaluations and because of this reason there was qualitative method used in the research.
The possibilities for securing citizen's right to work within the scope of the labour office.

The main goal of the thesis is to draft recommendation how to change or extend the scope of services of the Labour Office of the Czech republic. The proposal is made based on the results of work goals. The thesis is composed of three parts, theoretical foundations, characteristics of the environment and field investigation. The main topic of theoretical foundations are tools that the Labour Office uses for securing citizen's right to work. Thesis focuses on their characteristics, usage and legislative framework. Field investigation uses qualitative and quantitative research methods. The focus areas are informations for job seekers about services, interest among jobseekers about using specific services and the level of satisfaction with the services. Then the thesis explores how job seekers look for employment and which obstacles they face in doing so. Results and discussion at the end compare the views of job seekers and employees of the Labour Office, and at the same time in another view evaluate and compare approaches of three contact centers of Labour Office. Conclusion contains, among others, recommendations for changes and extension of services in the scope of contact centers of the Labour Office.
